Weer in de problemen met de LTO..................

Nog steeds geen bericht ontvangen bij de LTO Dumaguete omtrent het door mijn verzonden "REQUEST FOR CONFIRMATION" formulier......

Ook beweert men eveneens op de LTO Dumaguete city dat LTO Danao (Cebu) hun email niet heeft beantwoord.....

Nu een brief geschreven en de LTO Danao proberen te "dwingen" (via Republic Act 6713 (code of conduct section 4e) om binnen 10 dagen antwoord te geven, en bij geen antwoord kan ik gelijk naar de Ombudsman Visayas (natuurlijk weer een hoop werk en tijd............. )

Dear sir,

The undersigned requests you hereby kindly to inform him within 10 working days upon receipt of this writing regarding the status of the "request for confirmation" which had been forwarded to your office by the undersigned on request of the LTO Field Office in Dumaguete city which can be gleaned in details from the understated information and its respective annexes thereto:

1.   That, on February 09 2011 the undersigned purchased a "Yamaha 250 Special" motorcycle from a certain ALLAN BUQUERON, a resident of Talisay city, Cebu. (see Annex-A)

2.   That, on October 10 2011 the Chief of the LTO Field Office Dumaguete city ordered the undersigned to forward a "REQUEST FOR CONFIRMATION" to the LTO Field Office in Danao city, Cebu, (see Annex-B).

3.   That, at the same time the undersigned forwarded the document as described hereinabove to the LTO in Danao City, he included an empty envelope addressed to the LTO Dumaguete City Field Office, appropriately paid for under LBC tracking-number 129955738292, (see Annex-C).

4.   That, on October 15 2011 the envelope revealed as hereinabove which was addressed to the LTO Field Office, Danao, Cebu was on Oct. 15 2011 released to a certain JOSEPHINE LAOLAO at the LTO Field Office in Barangay Taytay, Danao, Cebu, (see Annex-D).

5.   That, likewise a copy was included of C.R. No: 36584107 and O.R. No: 104716183 ( see Annex-E).

6.   That, several days ago, the undersigned requested the LBC to check the tracking-number No. 129955738292 after which it  could be concluded that the LTO Danao Field office had never forwarded the envelope as described under 3. hereinabove.

1.   That, moreover on January 24 2012, the undersigned was likewise informed by a staff member of the LTO Dumaguete City Field Office that the staff of the LTO Danao Field office in Cebu never replied to an email regarding the above stated matter subject which was allegedly send in the first week of January 2012.

Het probleem is dat ik dan weer opnieuw naar de Highway Patrol Group moet omdat deze clearance alleen maar 7 werkdagen geldig is en men op de LTO gweoon zegt: " Sorry na lang you need to apply for a new HPG clearance"...
EN DAN WEER TWEEMAAL 300 BETALEN....... Normaal is allen 300 maar ik werd er ingeluisd vorige keer..........

Terug naar de LTO Dumaguete................





Gisteren was er een "public hearing" in  het Quezon Park in The City of Gentle Bullets betreffende de implementation of the  National Helmet Law in Dumaguete City......



Staat nog steeds scheef.....


Hier alleen maar wat ik zo'n beetje hoorde want ik was daar niet aanwezig....

Ramos (chief LTO Dumaguete city) wil de law er door heen drukken zie volgend artikel:

LTO set to implement helmet law in two weeks' time

In 15 days, the Helmet Law which is provided for under Republic Act 10054, will be on the road, says Land Transportation Office (LTO)-Dumaguete division chief Roland Ramos.

However, the LTO Dumaguete chief's statement came in conflict with an announcement by Sr. Supt. Edward Carranza, provincial director of the Philippine National Police, that the PNP will be implementing the helmet law next week.

Ramos and Carranza issued the statements on separate occasions after receiving directives from their higher officers in Region 7.

Ramos said the time has come for the implementation of the helmet law after a massive information campaign in the next two weeks for the motorists to prepare.

Fines for violating the helmet law would include P1,500 for first offense, P3,000 and a recommendation to revoke the driver's license and revocation of the driver's license and a fine of P10,000 for the third offense.

As to the specifications of the helmet law which is essential in its enforcement, Ramos said it should not only be technically-approved by the Department of Trade and Industry but should also be affordable.

Ramos recalled that provisions on use of helmets under RA 4135 particularly, Section 56 was challenged in court and reached the Court of Appeals, but with the new law, the objection has become moot and academic.

Meanwhile, LTO-Dumaguete district office chief Roland Ramos has vehemently denied insinuations he is making money in forcing the issue of helmet use in this capital city.

Ramos issued the statement following reports he receives certain percentage out of the sale of helmets from certain motorcycle dealers in the city.

The LTO chief challenged his accusers to go to court if they can find even one instance that he is doing this in his entire career.

He said this could be the business of unscrupulous employees of the LTO before but not during his stint as chief of the agency.

Ramos admits two motorcycle dealers who are also selling helmets had approached him on this matter but he refused the offer and has even recommended that helmets be included as part of the accessories in selling motorcycles.

Maar men vertrouw Ramos niet (ik ook niet want hij is "weggewerkt" uit de LTO Bayawan en Bais in het verleden)

Het gaat ook om het volgende:
Ergens werd er geschreven dat er ongeveer 5000 motorfietsen in Dumaguete zijn.
Dat is niet correct want het zijn er een kleine 50 duizend stuks.....
Daarnaast ongeveer 4500 "pedicaps"

Nu zou er een regeling komen waarbij men alleen maar een bereider en één passagier op de motor mogen rijden en allebeide met een helm



Zoals in het artikel staat omschreven moeten deze helmen het DTI waarmerk voeren:
                       

Kunnen we misschien ook zelf op de computer vervaardigen....

KINDEREN ONDER DE 10 JAAR MOGEN DAN NIET MEER OP DE MOTOR ALS PASSAGIER....


Maar daar komt oorlog van hier want dat gaat zeeeer duur worden voor de mensen die dan de kinderen met een pedicap moeten laten rijden of ze afzonderlijk naar school te brengen met een helm als ze ouder dan 10 jaar zijn.

Het probleem zou ook zijn dat met de helmen van een bepaald merk zou kunnen kopen en dat een gedeelte van de prijs in de zakken van bepaalde LTO mensen komen en Ramos wijst deze beschuldigingen (allegations) gelijk van de hand....

Dat wordt nog een groots feest hier...............

HALT HELMET LAW FOR ONE MONTH

Heeding the spirited clamor of both the public and elected government officials, the Land Transportation Office and the Philippine National Police agreed to a one-month moratorium in the enforcement of a national law requiring all motorcycle riders to wear helmets when traversing public roads.

Earlier, the two agencies indicated their intention for an all-out implementation of the said law on Thursday, even with the absence of an implementing rules and regulations from the Department of Trade and Industry. Governor Roel Degamo and Dumaguete Vice-Mayor Alan Gel Cordova publicly announced their reservations over the implementation of a law without exact specifications of the "standard protective helmets" to be used by the riding public and absence of an answer whether it is practicable here.

The City Council cautioned the LTO that they cannot just "forego" what the law intends in the absent implementing rules. A public hearing among mostly s tudents will be held at Quezon Park on Wednesday on the helmet issue, Vice- Mayor Cordova announced.

Degamo invited LTO Chief Roland Ramos and Negros Oriental Police Provincial Office Director Pio Carranza to a meeting at the Capitol and apparently prevailed upon them to observe a one-month moratorium.

Cordova welcomed this development which will allow the local President of the Integrated Bar of the Philippines and the law deans of the law schools in the city to study, and perhaps, render an opinion that may pray for the issuance of a Temporary Restraining Order against enforcement of the law.

Majority of the motorists object to the mandatory wearing of helmets amid debates of what type has been specified under the law and whether it was practical at all to wear it in the narrow streets of a city known for being the Motorcycle Capital in this part of the country.

But helmet advocates contend that the main objective of the law is to ensure public safety by preventing deaths and head injuries citing figures to boost their position.

2-3 jaar geleden ofzo was er hier ook 'n wet ingevoerd : Full-faced-helmets ( helmen opzich was al verplicht) en geen slippertjes op de motor, volgens de letter van de wet moest je een outfit hebben waarin je Parijs-Dakar kan rijden. Heb er zelfs nog een "bekeuring" voor gehad. Grote controles hier in de stad. Na 'n hele hoop protest en blabla ( zelfs van onze toenmalige burgervader   ) is die regel voor 5 jaar opgeschort. Helmen nog steeds verplicht ( maakt niet uit wat voor soort ), slippertjes mag weer. Ik rij dus nu nog steeds met m'n binnenpot. Niet safe, ik weet het maar tis zo lekker !!!!!

Als je die dingen op je hoofd zet dan voelt dat zeer hard aan en als je dan met de vuist op de helm slaat dan is dat zeker gevoelig..........

Je moet dus zelf wat schuimrubber inbrengen of zoiets.....
