DAM CAUSED ROCKSLIDES?

Gov. Roel Degamo has ordered a thorough environmental probe on the alleged giant "rockslide" from Valencia caused by the collapse of a certain earth dam, which sent tons of flood water and giant rocks (*see photo) down the river ways, ripping apart anything that stood on its way.

Environmentalists and anti-disaster groups cannot still fully explain why with only three hours of rain last December 17 would cause such multi-million damage to crops and properties in Central Negros Orienal.

A probe is now being conducted to determine as to what measures to take to halt any flooding of such magnitude should the next typhoon come along.

The Province of Negros Oriental, through the Office of the Task Force GUARD headed by Engr. Dominador Dumalag, Jr., met with stakeholders and several representatives of the provincial and municipal risk reduction groups, the GIS and NOSDEP, to assess and verify reports of a "dam" in Valencia which collapsed during Typhoon Sendong, sending tons of debris down the river ways and damaging millions worth of property, infrastructure, and even lives.

Governor Roel R. Degamo issued an urgent order and sent a team to investigate and document the areas of Mt. Talinis, Apolong, Casaroro and Sagbang as soon as weather conditions improve.

EARTHLY DAM?

The team initially concluded that there must have been an existing earth dam caused by landslides which have created a pondage, and which, upon reaching its maximum capacity, was triggered by the typhoon, thus releasing tremendous volume of water, sediments and rocks ravaging everything in its path. This seems to be the only explanation why a few hours rain could result into so much water and mud overflowing into spillways and houses.

vervolg Helmet problemen i Dumaguete

The issue of wearing helmets for motorbikers should not be a source of controversy, like it is here in Dumaguete, if not for the manner and circumstances, even the timing of its implementation.

The fact is motorbikers, like those anywhere else in the developed world, are required to wear helmets for their own safety. Records in most, if not every, hospital, big and small, will show that in accidents involving motorbikers, injuries are mostly in the head. Therefore, it even goes without saying that, law or no law, human safety demands the wearing of the right kind of safety helmets.

In bigger cities like Cebu or Manila, every motorbiker now wears a helmet. When we asked some of them why, they said, for their own safety, not because the LTO will arrest them.

People in more developed cities know that wearing a helmet is for one's own protection. It does not even have to be a law; it is a necessity for one's safety. Bottomline, it is a free choice whether or not to put some protection on each motorbiker's head, just as it is basic freedom of choice whether or not you wear a life jacket when taking a pumpboat ride.

However, here in Dumaguete, this is such a controversy because the implementing agencies cannot yet decide which is this "standard protective helmet" required by law. How does it look like?

There are also smaller cities whose LGUs tolerate the use of helmets, like tin cans which can hardly protect the rider from head injuries. Better lousy than none at all?

More arguments say: the poor cannot afford it. Then human rights advocates may howl it's a restriction of choice, economic discrimination, habal-habals cannot afford it, and so on. Most of all, helmets hiding the full face of the motorbiker could be a security risk as killers and terrorists will surely enjoy wearing it. And our poor policemen will have bigger problems because they, too, will be wearing helmets!

A public hearing at Quezon Park last Wednesday heard people say they want the law amended jointly thru Congressmen Arnaiz, Teves and Limkaichong, and limited only for long highway drive, and not in narrow city streets. Some want a TRO via a class suit. Rep. Pryde Henry Teves is willing to file an amendment to the law as he awaits the petition from the citizens.

With so many "intellectuals" around, this safety gadget called the helmet may not even get to the heads of the users because of so many possible yet valid oppositions.
